Visa International Service Assessment fees charged to US customers by European/Asian e-commerce sites?

Apologies in advance if this isn't the proper place for this question!


But, over the last six months, I've been charged a Visa International Service Assessment fee, separately from my purchase, for things I've purchased online. It shows up as a separate line item on my bank statement.


Is this something new? Wouldn't the retailer eat this charge as a price of doing international business? I thought I'd ask a bunch of web retailers since others think I'm nuts.
