What’s a good policy for stolen/not delivered packages?

I have seen an increase in customers claiming an order was not delivered even though it was marked as such on the tracking updates. Most of the time, it shows up after a couple days. But I have a few customers who are adamant that their package never showed up, or even think that it was stolen. I don't feel great about saying, "sorry not my problem" but it also sucks to reship with no proof of the situation.
