how to handle package theft?

I send all my packages with USPS priority, which has insurance, does that cover theft? customer emailed me saying they never got the package and the tracking said it was delivered. They believe it was stolen as it was left on the porch. My margins are quite low, so I can't replace it for them and eat the cost…..what options do i have? thanks!
