How does one protect themselves from getting their PayPal shut down?

What if a lot of people request refunds at once for reasons beyond your control (for example, you provide an online service and your website has to go under maintenance which leaves a lot of customers hanging or something like that). Is there no way to dispute with PayPal? And why can they just take your money and it’s all bueno…Nothing has happened to my account yet, but I can’t afford to lose the money I have on my account.
