Accepting Returns from Intl. Buyers ???

USA-based B2C shipper, average order value of $110 USD and shipping cost of ~$20-25 for intl orders. What do people do with returns for international orders? I don't have the ability to create return labels (for my international buyers) and the cost for the customer to ship it back at retail rates is $50 or more. At some point we'll have a 3PL abroad who can manage it but is there some middle step that's easy/economical enough to accept and process returns?
