Reliable outsourcing of customer calls?

I have an online store that gets about 15-20 calls per day.

The calls are one of the following categories:

-Customer needs advice on what product to order

-Customer would like to place an order via phone

-Customer is looking for status on order

-Customer is checking on return status

-Customer needs technical support or installation help

I would love to outsource this to a professional representative that can be trusted with credit card information from customers. I have a flow chart that walks through pretty much all the questions and answers.

I am currently using google voice. Anyone have any recommendations for how to proceed? I posted on upwork but all the responses are canned replies from the SE asia countries for like $5-$15 per hour.
