pay someone to plan/budget ecommerce strategy ?

i saw a post that said "what should i do with $500 for my ecommerce, what to split the money into smarty" and a comment said "pay someone $200 that knows what to do with the $300" so where can i find that person :)) someone that knows what they're doing, i sell shirts and art,
