Selling goods within EU, how is VAT handled?

I'm hoping some EU based ecommerce sellers can help with this.

If an EU business is not VAT registered and sells a product online to another EU member state (assuming under the VAT threshold), how is VAT handled? I'm presuming I can't charge it as the seller by law, so does the consumer have to pay the shipping carrier VAT upon arrival?

It seems odd that you can sell the product in your home country and not charge any VAT as long as you are under the threshold, but that the final consumer in another EU country would pay VAT?

Have been scouring the internet for hours and even asked accountants and they didn't know. Please help.
