What are the positive and negative consequences of e-commerce for the state as a global actor?

This is a homework question, I have not found any negative consequences other than:

A business can save money on rent, utilities, upkeep, and other costs associated with physical stores which decreases the taxes paid by business owners to the state through the previously mentioned necessities.
