Has anyone else gotten an increase in “delivered but never received” emails from customers?

I use USPS to ship my products, this month alone I’ve gotten multiple emails saying that tracking shows delivered but they didn’t receive the package. Is this just a bs tactic to get free stuff or is there some logistical issue within USPS? I’ve already confirmed address on the shipping labels and they are correct.
