Promotions: Every VA recommends them, but the you can’t always run a sale on everything, right?

Ok, everyone. Every VA seems to recommend doing promotions for Amazon, eBay and Etsy it seems, but some people feel that the "always on sale" strategy is not a good one.

I have a few questions about this:

  1. Does it improve the algorithm on any of the marketplaces?
  2. Is it worth the additional cost (if there are costs involved)? If not, which promotions are not worth it?
  3. Is running a sale/coupon/discount promotion really a good thing to do? I mean it does train your customers to always wait for a sale right?
  4. If you do a lot of promotions, any general rules you go by?

Really, any comments on promotion strategy, whether you just run sales on everything all the time to improve the algorithm or if you run legit sales and anything in between is greatly appreciated!
